Gérard I know that dare is a semi-modal but I wonder if " Dare you not" would be correct ?Notice the "Don't you dare".

To answer your question, I never heard nor read "dare you not" and I'm quite sure it is not correct.
I pointed out the "you" in "don't you dare".
The tense is an imperative.
The normal form for the 2nd person of imperative is "Dare"; for a negation it is "don't dare".
No "you" is needed.
An example is "Don't be cruel" sung by Elvis Presley
Back to your question: "don't dare" and "don't be" are fine, "dare not" and "be not" are definitely incorrect, all the more so "dare you not" is incorrect.
Now, the "you" in "don't you dare" is unnecessary.
However, "don't you dare" is very usual in English.
Adding the "you" is a way to draw attention, to stress the you, to insist... it's an expression that could be translated into: "T'as pas intérêt...".

In "don't you dare to come back.", there's no question mark, it's not a question but a command (an imperative).
The meaning is not: "n'oseras-tu pas revenir ?" but "je ne te conseille pas de revenir !"
