Importance of capital letters !
I just read something that made me laugh so much, but it is rather rude !
"Grammar is important.
Capital letters are the difference between helping your Uncle Jack off a horse, and helping your uncle jack off a horse."
If you understand, I salute you !
If you don't, then this is your "homework" to find the meaning of "jack off" !!!

When you write with caps, you seems angry, without, you seems quite: when you say "DON't DO THAT " you seems more directive than saying "Don't do that" .... Don't you think so?

It's only conventional:
- I don't have the impression Muriel is very angry in the text Como funciona España though she uses capital letters
- a few decades ago (in the 70s & 80s), computers wrote in capital letters; small letters were "discovered" with micro-computing.

Hi Florent,
There are plenty of online forums that disapprove of the use of ALL CAPS.
You are correct in saying that it seems to convey a feeling of anger or "shouting".
But it is okay to use CAPS to emphasise something important.
Also, it is very difficult to read a long article all in capital letters, much easier to read with small letters and good punctuation.

Let's not confuse b/w: 'L'instituteur dit : "L'inspecteur est un imbécile !"' and "L'instituteur, dit l'inspecteur, est un imbécile !"

Using caps is prohibed by the "Netiquette" (what is the word in english?) So imagine I write down "Tunisia was a DICTATURE under Moubarak" Do you think I'm pro or against the revolution?

In English, we also use netiquette (abbreviation for "network etiquette")
Hum, regarding DICTATURE under Moubarak, I would say you are pro the revolution !

The "netiquette" is not that important

What I find really annoying is to spend so much time trying to convince people to join the forum and because of the “netiquette» unpleasant comments like
“This is not the right lounge”
“No cap is allowed”
“When you register it is to write a post”
Turn people away from the forum.
We have to be patient and to keep in mind that what is important is to make people feel comfortable with the forum and want to come back

As I am not much for rules or authority, I think it is mean to berate or criticise new members.
After a while, the members will figure out what/how/when to do by themselves.
