As you know there are a lot of different accents in England, so many different sounds in this language. The queen's accent sounds very posh and also very old fashioned. It's sort of cut glass.Now that she has grown older it's a bit rubbed off because she has been in touch with a lot of people.

I have found a good definition in word reference [quote]It would be a very clear and posh accent, upper-class and very precisely enunciated.
The metaphor is probably to do with the very sharply defined edges of cut glass, I suppose. It is a well-understood expression in the UK (in my opinion) and gives a very clear idea of what the accent would sound like
