This expression comes from baseball. Thus, it's primarily North American (it refers to home plate).

The "diamond" (the baseball field) is composed of 4 square locations - the batter standing on the 1st base has to hit the ball (sent by the pitcher) then run pass 3 bases and go back "home" (to the base #1) without being touched by a defender holding the ball (ball that was sent to this particular defender)
There're several terms for these 4 targeted squares:
- the general word is "base"
- I didn't know "plate" but I'm not surprised - the French word is "marbre" which is the base #1
- another term -mainly for the 3 others- is "cushion" ("coussin" in French)
- base #4 which is the same as #1 (after a full round) is named "home"... the aim is to reach it and mark one point but it's difficult.
