Unfortunately, several issues in this triple event, especially this one: who is/are lying?

The French (and other foreigners) leave the country; the Japanese gov says it's not that serious; the Emperor speaks for the 1st time in 40 years...
(I must say that I didn't listen to the news in the day so I may be behind)
